How hard is Dicor after it completely cures?

I installed a MaxxAir fan a month or so ago (applied Dicor at 75 degrees) and it rained the next day and most of the following week. It's actually been raining a lot in Los Angeles lately.

I just went up to take some measurements on the roof and noticed the dicor was still soft, like putty, but not tacky. Is this normal?

Yes, that is normal. It stays somewhat soft and a bit tacky for many years. In the long term, the advantage, compared with products like 3M 5200, is that you can, with some effort, disassemble the parts and remove the sealant. The disadvantage is that it says somewhat tacky, so it picks up dirt and eventually looks dingy.
