Some might say they're both right. The wheel does not tilt at the head, as you are probably used to. It tilts on its shaft, from much lower. It also does telescope. A single friction clamp control allows for either movement. The range of motion for either adjustment is not as great as many would prefer.

Confused. Does the 2015 have a REAL tilt wheel,one dealer says yes, the other says no, not into the telescoping feature only,thanks
